The National Hydrology Meteorology Forecast Center reported that the Northern provinces yesterday experienced heavy rains on the large scale  because of an influence of tropical-low trough.

The downpours caused a new flash flood on stream systems of Dien Bien, Yen Bai and Lao Cai.

In Yen Bai, heavy rain and flash flood caused two deaths and injured seven  people.

The flooding is forecast to last by next three or four days with its highest water level in the local rivers can reach at 1-2 meters.

Water level at the Hoa Binh Hydropower Plant was measured at 114.96 meters last night.

In order to ensure the reservoir safety, the National Steering Committee on Natural Disaster Prevention and Control asked the Hoa Binh Hydropower Plant to open a sluice gate to discharge water at 5pm yesterday.

Besides that, the National Steering Committee on Natural Disaster Prevention and Control also required  provinces of Hoa Binh, Son La, Phu Tho, Vinh Phuc and Hanoi capital to ensure safety for local people as well as intensive aquaculture facilities in the lowlands of the hydroelectric dam.

The provinces from Thanh Hoa to Phu Yen will continue suffering a heat wave on the large scale with the highest temperature at 35- 36 degrees Celsius while the southern and Central Highlands region will experience sunny weather at daytime and no rains in evening.

According to the Hydrology Meteorology Forecast Center of Japan, a new tropical- low pressure system has just appeared in the eastward of the Philippines’ Luzon Island.

Its eye was located at 16.3 degrees north latitude and 126.8 degrees east longitude.

Within next few hours, the depression is expected to move the northwestward at 15 kilometers an hour.
