People contribute billions of dollars for gov’t new rural plan

According to the Ministry of Agriculture and Rural Development, the Southeast and the Mekong delta have been appealing VND633,427 billion ($27.2 billion) social contribution in the period 2016-2019 making up 40 percent of the country’s total contribution.

Speaking at the conference to review 10-year implementation of the government’s new rural plan in the two regions with the attendance of Deputy Prime Minister Vuong Dinh Hue and economists, Deputy Minister of Agriculture and Rural Development Le Quoc Doanh made the statement.
He added for the period 2010-2015, the two regions have called for VND299,070 billion accounting for 35 percent of the country’s total contribution. Accordingly, total social contribution in the two regions from 2010 to 2019 has been VND932,498 billion.
The two regions, as he said, have significant role and position in the country’s economic growth.
Mr. Hue lauded the government’s new rural plan carried out in the two regions last time.
However, the two regions are facing infrastructure difficulties, climate change challenges on agricultural production and linkage with other regions to develop economy; therefore, each provinces should have opinions for carrying out the plan in the next time to suit with each provinces’ condition.
He emphasized that the government will have different criteria to suit with each provinces as well as invite scientists to contribute their opinions on the two regions’ development plan with the consideration of climate change.
The two regions have considerable changes especially in agricultural production re-structure which have helped to form large-scale concentrated agricultural production areas.
However, agricultural production in the Mekong delta is not as good as expected as there are still many small-scale agricultural producers and unsustainable produce market.
Additionally, wastewater produced by daily activities in the Mekong delta has been discharged directly into rivers and canals without treatment.
The Southeast region has 311 communes which have been recognized as new rural ones. As schedule, by 2020, 80 percent of communes in the region will complete the criteria.
Additionally, Dong Nai is the first province in the country is recognized highly new rural province. To date, just 31 communes have been highly new rural ones.
563 / 1,286 communes in the Mekong delta have achieved the plan and it is scheduled more communes will achieve by 2020.
Agriculture and Rural Development Nguyen Xuan Cuong said that at least 8/ 19 cities and provinces in the two regions must be recognized to complete the plan by the period 2021-2025.
Moreover, infrastructure including water, electricity grid, schools and medical center in the two regions will better to improve residents’ living condition and average income compared to 2020.
The Ministry of Agriculture and Rural Development petitioned that the Prime Minister should assign the Ministry and relevant agencies to have proposal of spend central budget supporting provinces in the Mekong delta with the aim to speed up traffic infrastruture and school construction.
