The requirement starts from the fact that some works have run behind schedule because of difficulties in site clearance. Besides, some projects have been amended but relevant procedures are conducted too slowly and capital allocation for project implementation has been unsuitable and slow.
Mr. Dung urged the Ministry of Transport to complete the preparation of investment procedure for North-South Expressway, Tan Son Nhat Airport expansion and Long Thanh International Airport and send a pre-feasibility report of North-South express railway project.
He asked investors and management boards of projects to focus on speeding up and building on schedule other projects such as Da Nang-Quang Ngai and Hoa Lac-Hoa Binh expressway, Ca Mountain Pass tunnel, 17 projects using leftover capital from National Highway 1A expanding project, Ho Chi Minh Highway in the Central Highlands, Cao Lanh Bridge, Vam Cong Bridge and approach roads.
The Ministry of Construction has been prompted to implement a project on construction norms and prices to improve the investment efficiency of construction works in general and traffic works in particular and counter waste and loss.
In addition, it should work with the Ministry of Natural Resources and Environment and localities to locate construction sand mines, study and propose solutions to find substitute materials to stabilize construction sand prices.
