According to a report by the city Department of Transport, preparation work for projects’ implementation has been synchronous during the last past. Still they have faced difficulties in site clearance and compensation and others. Specifically, the project to broaden Hoang Hoa Tham street with the total length of 738.15 meters and investment capital of VND254.745 billion (US$10.8 million) comprising VND170 billion for site clearance is still waiting for premises to start construction.
Currently the People’s Committee of Tan Binh district is measuring to update the exact area of defense land in need of reclamation to put it into the compensation plan for the project. If everything is advantageous and the district committee hands over the premises in the third quarter this year, the agency will start construction and complete the work in the second quarter of 2020.
Similarly, the project to upgrade Cong Hoa street with the total capital of VND141.867 billion ($6.12 million) is also waiting for site clearance. If Tan Binh district hands over the premises in the third quarter this year, the agency will start work to build the project in the second quarter of 2020.
Other projects comprise Truong Chinh street and Tan Ky Tan Quy street upgrading and expanding which are still waiting for capital arrangement to have a basis to implement other phases of the projects.
Stating at the conference, deputy chairman of HCMC People’s Committee Tran Vinh Tuyen stressed the need of the synchronicity between the expansion of roads around the airport and the airport’s approach roads. Districts and relevant agencies should speed up implementation progress and inform the city of difficulties in procedures to quickly solve. To matters within the jurisdiction of the Ministry of Defense, the city will report to the Government to ask for guidance.
Site clearance and compensation for the above projects should be conducted synchronously with that of other projects in progress in the area such as the second metro line to reach consensus from residents, he required.
These projects are implemented with state budget so implementation must be transparent and publicized to choose qualified and experienced contractors with reasonable construction price, ensure environmental hygiene and apply new technologies in construction to speed up progress and ensure work quality.
