HCMC mobilizes $201.3 million for poverty eradication in 2019

Ho Chi Minh City has planned to mobilize around VND4, 670 billion ($201.3 million) in 2019 and VND4,736 billion in 2020 from all sources to implement poverty reduction, said Director of the Department of Labor, Invalid and Social Affairs Le Minh Tan, yesterday

Mr. Tan said that from 2016 , the city has collected nearly VND11,800 billion for the sustainable poverty reduction program. In three years, more than 62,000 destitute households and 20,000 near-poor escaped poverty; accordingly the city completed Millennium Development Goals, two years ahead of time.
Thi Thi Tuyet Nhung, head of the municipal People’s Council’s Committee for Cultural and Social Affairs, said that methodology changes from dimensional analyses of poverty and destitution to Multidimensional poverty have helped much.
Incomes of poor families surge by 3.5 times and the rate of poor households declines by 1 percent a year.
The sustainable poverty reduction program has stirred poor and near-poor households’ perseverance in escaping destitution.
However, Ms. Tuyet Nhung said that though poor people’s per capita incomes have been improved much, it can't meet their bare necessities of life.
Low-income people are still facing difficulties in housing, pursuing vocational training; therefore, competent agencies have to take heed to these aspects to help poor people.
Director Tan said the city will continue sustainable poverty reduction program for the period 2019-2020. City currently defines poverty as an income of less than VND28 million per person per year (  HCMC has lifted income from VND21 million per person per year to VND28 million per person per year).
Near-poverty families are defined as those within the income range of VND38 million per person per year. Local administrations pay more attention to help poor people in vocational training, employment and housing.
