To serve the target of building the e-government for the public, the HCMC Department of Science and Technology ran the piloted software ‘Online Public Services’ in the People’s Committee of Ward 2 in District 10.
Governmental officers used to receive and process citizens’ documents on paper, which wastes lots of time, but since September 2017, they can save their valuable time of finding precise documents to process, deliver back to their owners, or write reports thanks to the new software. It also makes the task of document monitoring and management much stress-free. This online platform, with its friendly interface and easy operation, allows governmental officers to perform all necessary tasks while updating information swiftly when there is any change.
From the first stage of piloting 35 administrative procedures and processing around 683 documents of citizens, the People’s Committee of Ward 2 has suggested the HCMC Department of Science and Technology to support it in finishing the ISO procedure and integrate 89 new procedures into the platform. It also recommended a research for the integration with other systems like social insurance and police.
In the suburban district of Cu Chi, 276 dairy cow farms of Tan Thong Thoi Cooperative have implemented the model of raising dairy cows in accordance with VietGap standards, transferred by the HCMC Department of Science and Technology.
Mr. Nguyen Minh Khanh, Head of the Cooperative shared that his office regularly collaborated with the HCMC Department of Science and Technology to hold free training sessions on cow raising techniques for 50 households per turn. The new model has help farmers to change care-taking techniques and improve the infrastructure of their farms. After the first training round, 100 percent milk collected from these farms has met the quality and ingredient standards.
An increase of innovative models
As health is one of the fields that urgently need innovation, the HCMC Department of Science and Technology cooperated with the HCMC Department of Health to use the Geographic Information System (GIS) for surveillance of infectious diseases at the Preventive Medicine Center of HCMC.
Thanks to this system, in 2017, the Preventive Medicine Center of HCMC discovered inter-district sources of infection to timely and effectively handle the situation, delivering proper treatment to cure the disease.
Based on that positive result, the HCMC Department of Health is now planning for a wide adoption of the model in all districts to serve the task of preventive medicine.
The HCMC Department of Science and Technology also supported Lucky Telecom Joint Stock Co. to install the smart booking system for medical examination.
This is an award-winning startup project that has been implemented in certain medical clinics to help patients book their medical examination in advance via SMS. This system is also able to estimate the waiting time of medical tests so as to suggest the most effective order of tests, greatly reduce the time of patients.
In the meeting ‘Introducing innovative models in district level’ held recently by the HCMC Department of Science and Technology, representatives of many districts as well as departments and bodies raised their wish to cooperate to implement innovative technological models in their own region.
However, they voiced the hope of financial and human resource aid when installing new technologies in their areas.
Welcoming ideas and requests from participants, the HCMC Department of Science and Technology suggested that local authorities in districts should minimize any expense that cannot earn a profit to invest into scientific and technological development.
The HCMC Department of Science and Technology declared that the request to the municipal government to find capital for the application of innovative models was approved. This will be the essential supportive capital for districts to increase the implementation of cutting edge models that will bring long-term benefits to citizens and the city itself.
The HCMC Department of Science and Technology also announced its hope to cooperate with scientists, experts, and researchers to address current crisis of the city.
