Chinese Man Netted for Illegal Telecoms Service

Ho Chi Minh City police yesterday arrested twenty-six-year-old Qiu Yo Yao, a Chinese national for operating illegal telecoms services to steal international telephone charges of VND160-170 million (up to US$10,625) a month.

Police caught Qiu Yo Yao red-handed operating technical devices that switch international calls to local ones to avoid high charges at his house on Ward Dong Hung Thuan, District 12.
 
Qiu Yo Yao confessed that he followed orders of his boss Dang Vu Long, who is also a Chinese national, to install the devices after they entered Viet Nam in January last year. 

Police confiscated 200 specialized devices at six places in districts 6, 10, 11, Binh Thanh and Tan Phu on January 20 and 21.

At each place, Qiu Yo Yao had subscribed for Internet lines and many phone numbers which he then linked up through the seized devices to automatically switch calls from overseas.
 
Local authorities estimate the scam dealt losses of VND160-170 million per month to the Vietnamese telecom sector.
