Sustainable Opportunities for Decent Work in Viet Nam

Under the National Cooperation Framework on Promoting Decent Work in Viet Nam for 2006-2010 signed on July 12 in Ha Noi by the Ministry of Labor, Invalids and Social Affairs (MOLISA), Viet Nam Chamber of Commercial and Industry, Viet Nam Confederation of Labor (VGCL), Union of Viet Nam’s cooperatives and the International Labor Organization (ILO), the ILO pledged to help promote Vietnamese government’s programs on employment.

The contents of ILO-Viet Nam Cooperation Framework includes supplementary regulations of labor, job promotion, assistance for social insurance, hygiene security in labor, concerns to child laborers, disadvantaged and HIV-infected people.

The framework is based on the ILO strategy on decent work, initiated by the ILO and approved by its member countries in June 1999, which aims to achieve the goal of decent work for all in freedom, equality, safety and ensuring of human dignity.

The five-year framework will be responsive to the country’s changing needs and the tripartite constituents - the Government, workers' organizations and employers'.

The priority actions will be presented biennially and included in the ILO work plan as well as in annual plans of action of the tripartite partners.

Resources will also be allocated from the ILO's regular budget on the context of its biennial work plans.

Deputy Minister of Labor, War Invalids and Social Affairs, Nguyen Luong Trao, said at the signing ceremony that the Vietnamese Government wants to send to the international community a message through the signing of the cooperation framework, that Vietnamese government, employees and business circles' highly appreciate international organizations' assistance in constantly creating jobs for workers, improving the competitiveness of businesses on the basis of healthy labor relations.

This is the first time Viet Nam and ILO have signed such framework.

Over the past five years, out of the 8 million people in Viet Nam joining the labor market, 6 million are young workers.
