Under the new regulation, issued by the deputy chairman of the People's Committee of Ho Chi Minh City Le Manh Ha, mobile phone service providers must ask all new subscribers after September 15, to register their personal details such as ID card numbers, permanent residential address and other essential documents.

Mobile phone service providers must also verify these details to check their authenticity, of both new and old subscribers. This verification process must be complete latest by 1 January 2012.

The new regulation also allows the Department of Information and Communications to conduct unscheduled inspections of all mobile phone service providers. Inspectors will conduct strict penalties on violators.

The city is determined to maintain discipline in the mobile phone business as there have been many complaints in the past of cheating, swindling and other misuse.
