The Ministry of Public Security yesterday held an online meeting to implement the Prime Minister’s instruction on building national database.

The Ministry is working on a national database program which is very important because it collects and store basic and accurate information about citizens; accordingly each person will receive a code to replace their personal document.
The work aims to improve the government’s management and reduce inconvenience to citizens with administrative procedures, prevent waste of time and other resources, and simplify admin procedures. It also contributes to push up departments, agencies’ online services and electronic government in public administration.
The Ministry is building up infrastructure for the national information database in Hanoi and HCMC which connects with the national ID center and the national resident information center.
However, the ministry has achieved encouraging result after running a pilot project for some years, especially legal framework
Especially, through issuing ID to people, it has provided nearly 8 million personal codes to locals in 16 cities and provinces.
Moreover, it liaised with the Ministry of Justice to distribute over 700,000 codes to newborn babies in 17 localities as well as implemented collection of resident information in Phu Ly Town in the northern province of Ha Nam and Hoa BInh Town in Hoa Binh Province in the North.
As per program, it designs software to manage residence to facilitate police’s work in the central province of Thua Thien – Hue, piloting residency management in the northern city of Hai Phong and prepares for the implementation in the whole country.
Deputy Minister of Public Security senior lieutenant-general Le Quy Vuong said that for the project’s efficiency, the Department of Police needs to do it as per planned.
Police department should coordinate with related agencies to ensure data security during the procedure.
Local police forces have to liaise with relevant agencies to act as counselor for people’s committees to carry out the national information database program in localities.
He also proposed all ministries, sectors and agencies to closely cooperate with the Ministry in implementing the project.
