While opening the event in Hanoi on October 7, Party General Secretary Nong Duc Manh said that the meeting will discuss the outcomes of socio-economic tasks and plans, and the State budget in 2010.

Socio-economic plans and the State budget for 2011 as well as the way forward during the 2011-2015 period will be also tabled for discussion during the session, he said.
