Herbal Doctor in District 11 Lacks Qualifications

A Chinese man who was providing medical treatment lacks qualifications and his drugs were not certified for quality, inspectors discovered during an unannounced check Tuesday. These violations were uncovered by a team led by Mr. Pham Kim Binh, the deputy inspector of the Department of Health, at the Bac Ai health care clinic at 470 Hong Bang Street in District 11.

As two team members impersonated patients and were examined by a Luong Sinh, a Chinese employee of the clinic, inspectors carried out a check.

Mr. Sinh could not produce a medical degree, passport or labor contract with the clinic. He said that he is just an assistant and that the doctor is not at the clinic. However, neither he nor his interpreter could give supervisors the name of the doctor.

Mr. Sinh’s real name is Luong Hong Quang (Liang Hong Guang), according to Mr. Vu Hieu Thuan, the owner of the clinic. Mr. Luong Hong Quang is an unemployed farmer from Guangxi, China, according to Sai Gon Giai Phong newspaper readers. The reporter went Guangxi in May, 2004 to find out his status. He is a false doctor.

Legally all relevant documents must be written in Vietnamese, but all records here were written in Chinese. Many drugs at the clinic did not have a certificate of quality or origin. Inspectors sealed 169 kg of 15 types of drugs to test them later.

According to the business license kept at the Department of health for District 11, the clinic is registered to only to provide an examination. The clinic’s newspaper ad states that it provides treatment for chronic and incurable diseases by a Chinese doctor who is a medical expert.
