HCMC requires review of all BOT, BT projects

HCMC People’s Committee has required relevant agencies to review and synthesize projects invested under BOT (Build-Operate-Transfer) and BT (Build-Transfer) forms for Civil Affairs Committee to submit to the standing board of HCMC Party Committee before December 8 this year.

That is among the committee’s requirements to carry out instructions by the secretary of HCMC Party Committee on the implementation of some BT and BOT projects and inspection conclusions of some BT projects, said HCMC People’s Committee Office yesterday.
The committee has asked the Department of Planning and Investment to work with the Department of Justice and relevant agencies to study a draft process of PPP (Public Private Partnership) investment management in the city.
The draft should specify phases from project preparation, implementation, management, payment and handover and clearly determine responsibilities as well as competence of each agency.
Relevant agencies should review and synthesize all BT projects which the city has or not handed over land since early this year and propose solutions to handle each specific case.
The city will invite tenders to implement projects serving public purposes. While waiting for the issue of the process, the city will temporarily not carry out new projects.
The committee required HCMC Inspectorate to work with the Department of Transport and relevant agencies to review how relevant sides have implemented conclusions of the Government Inspectorate about BT and BOT projects in traffic and environment fields. Of these, they should clarify responsibilities of the city People’s Committee, relevant teams and individuals.
Finance Department should work with the Department of Natural Resources and Environment, the Department of Construction and district people’s committees to review and do the stocktaking of housing and land fund according to Decision 09 of the Prime Minister and properties under the city management which have been handed over to businesses to use.
The committee prompted the Department of Natural Resources and Environment to build a process of auctioning land use rights and creating clean land fund to implement technical and social infrastructures.
