HCMC requires districts to shut down all pavement parking lots

Ho Chi Minh City People’s Committee has sent an urgent dispatch requiring chairmen of district people’s committees to review and terminate operation of all parking lots in pavements, in the first quarter this year.

In locations where pavement parking lots are necessary, districts should consider permitting two cases.
In case of chargeable service, they should assign HCMC's Volunteer Youth Force to organize implementation with service prices abiding by current regulations.
In case businesses propose to keep vehicles for their customers free of charge, districts will base on the necessity of the service, the status quo of the area and relevant regulations to consider granting temporary licenses.
The city People’s Committee has affirmed the city’s policy of shutting down all parking lots in pavements to return the space for pedestrians. If using pavements for other purposes, it must be really necessary, not affect traffic as well as urban beauty and be closely managed by authorized agencies to prevent relevant sides from seeking profit from the activity.
In addition, the city People’s Committee has asked the District 1 People’s Committee chairman to inspect operations of unlicensed parking lots as per reports by press agencies and strictly handle violations within its jurisdiction in line with regulations. The district must report inspection results to the city.
According to information from press agencies, District 1 has 48 parking lots in favorable positions under management by departments and divisions of the district.
While these agencies have scrambled for registering parking lot registration, hundreds of documents from businesses and residents applying for parking lot licenses or asking to extend operation time of chargeable or free of charge parking lots have been long unsolved.
