HCMC automobile state budget collection declines

The automobile state budget in Ho Chi Minh City reached around VND2,800 billion ($121.5 million) at the end of June, 2018 while it was nearly VND 9,700 billion in the same period. There was a year-on-year reduction of VND6,900 billion.

The information was released at a meeting to review mid-term implementation of the fourth Customs Party Congress’ resolution on July 19.
At the meeting, the participants reported that the customs sector has applied hi-tech in management including electronic customs clearance, electronic collection and payment and scanning machine at Tan Son Nhat Airport and ports. These applications of new technologies facilitate import-export activities help saving time of clearance and cost as well as bring transparency.
However, some enterprises take advantage of e-clearance system to smuggle with complicated tricks through ports, international airport and post offices.
Consequently, customs officers are always on full alert and keeping collecting information for timely detection of violations, said Deputy Head of the Customs Department Le Dinh Loi.
Customs officers have discovered as many as 3,610 violations worth VND1,025 billion.
Furthermore, customs officers have paid visits to enterprises and demanded VND1,287 billion in tax arrears from several firms while the remaining companies pledged to pay later.
A leader the city’s Department of Customs said its state budget collection is facing difficulties. The city’s 2018 State budget collection was VND49,517 billion just achieving 45.84 percent of target ( of VND108 trillion)
The city’s revenues from oil and petrol, iron and steel, fertilizers and automobile have dropped gradually. For instance, the revenues of oil and petrol fell VND1.88 billion in 2016 resulting in a state budget reduction of VND7 trillion.
At the end of June, 2018, automobile state budget reached around VND2,800 billion while it was nearly VND 9,700 billion in the same period.  
However, some officers received disciplines. The sector Party Committee has dismissed corrupt seven from the party, suspend four people from participating in the party activities, disbarring three and criticize 12 party members.
Speaking at the meeting, Mr. Tat Thanh Cang, Standing Deputy Secretary of the municipal Party Committee, highly appreciated the sector’s achievements especially improvements in collection for state budget. He reminded the sector to continue administrative reforms.
