The draft law preparation board has just added new content to the draft Law on Education (amended), including upgrading the level of kindergarten teachers from vocational to college one, providing free education for junior high students in public schools.

Adopting suggestions of delegates in the 14th National Assembly’s fifth session, the Ministry of Education and Training has carefully adjusted the Education Law, changing the name to the draft Law on Education (amended).

In this draft law, the most noticeable content is the upgrade of kindergarten teachers’ level from vocational to college one, and the free education for junior high students in public schools. These two policies will be continuously evaluated on their positive and negative effects.

According to the representative of the Department of Legal Affairs (under the Ministry of Education and Training), the draft law preparation board has used the basic frame of the current Education Law to avoid unnecessary complexity.

Before this, the two most prominent matters in the amendment of the Education Law – providing free education for junior high level and setting teachers’ salary into the highest rate of the administrative work – have been removed from the draft law. However, in the recent National Assembly’s session, the former matter was once again mentioned by many delegates, including Secretary of the Ho Chi Minh City Party Committee Nguyen Thien Nhan.

As said by Minister of Education and Training Phung Xuan Nha, his ministry is trying its best to finish the draft law in order to present to the National Assembly in the next session. This is both a great challenge and a new opportunity for a comprehensive renovation of the Vietnamese education.
