The ministry said that its Decision 24 on pilot application of science and technology in passenger transportation by contracts permits using electronic instead of writing contracts in car rent transactions.
The ministry’s Circular 63 stipulates that transport firms sign one passenger transport contract for each trip.
Basing on these, the ministry required the two companies not to implement GrabShare and UberPOOL to contract cars.
