Electronic-contract cars suggested to be classified as electronic taxi

The Hanoi Taxi Association filed an urgent petition to the Prime Minister on certain content in the report to the government about the draft decree on ‘Business and Conditions for Transportation Business by Auto’, which is supposed to replace the old Decree 86/2014/ND-CP. The draft decree was issued on July 31, 2018 by the Ministry of Transport.

Accordingly, the report of the Ministry of Transport did not precisely evaluate the arisen issues when applying technology into transportation activities.

After 2 years being implemented, the program has broken the transport planning of piloting areas, creating much traffic congestion while the number of Uber and Grab cars has increased by three times compared to that of traditional taxi.

The use of technology to manage transportation is not strict enough, leading to the tax loss and more social insecurities due to the phenomena of monopoly, devaluation, violations of competition rules, and the killing traditional taxi.

Therefore, the Hanoi Taxi Association urgently asks that the Prime Minister consider the amendment of the decree so that electronic-contract cars are classified as electronic taxis in order to ensure justice. If that cannot be approved, electronic-contract cars should at least install signal electronic lightbox on their top, be under the control of a certain operation center, and have regular report like normal electronic taxis.
